
# How to Report a Racial Incident in Your Community

When something happens — at work, in a store, on campus, or in your neighborhood — the first instinct is often to move on. But isolated incidents become patterns only when someone writes them down. That is why AASS exists: to help Black Americans document harm, see where it clusters, and turn evidence into demands policymakers cannot ignore.

## What counts as a reportable incident?

You do not need a police report or a lawyer to use [AASS reporting](/report). Community members document:

- Racial slurs, threats, or harassment in public or at work
- Discrimination in housing, hiring, or service
- Hate-related vandalism or intimidation
- School or workplace bias that went unaddressed
- Patterns of profiling or unequal treatment

If it affected you or your community and race was part of it, it belongs in the record.

## Step 1: Write down what happened

Capture the facts while memory is fresh:

- **What** was said or done
- **Where** (city, state, and type of location)
- **When** (date and approximate time)
- **Who** was involved, if you are comfortable naming roles (employer, officer, neighbor, etc.)

You do not need perfect detail. A clear summary is enough to start.

## Step 2: Submit to the AASS incident map

**Important:** AASS is civic documentation, not law enforcement. For emergencies, call 911. For criminal complaints, file with local police. AASS complements those channels by making community-level patterns visible.

## Map: prove it is not random

## Demand: fight for something winnable

## How this differs from traditional safety apps

Commercial safety tools often focus on tickets, warrants, or emergency response. AASS focuses on **racial harm** and **collective advocacy** — the layer those products do not cover.

As we develop new safety technologies and conduct research on community safety trends, we face a critical challenge: how to gather meaningful insights while respecting community privacy and maintaining community control over their own data. This balance isn't just an ethical imperative—it's essential for building the trust that makes safety initiatives effective.

## The Privacy-First Approach

Traditional approaches to community safety data often prioritize law enforcement needs over community rights. At AASS, we've developed a privacy-first framework that puts community control at the center of all our data practices.

### Our Core Principles

**Community Ownership**: All data collected in our platforms belongs to the community that generated it. Communities can export, delete, or restrict access to their data at any time.

**Purpose Limitation**: We only collect data that directly serves community safety goals. Every data point must have a clear, community-beneficial purpose.

**Transparency**: Our algorithms and data practices are open and auditable. Communities can see exactly how their data is being used and processed.

**Consent**: All data collection requires explicit, informed consent from community members. Consent can be withdrawn at any time.

## Technical Implementation

Implementing these principles requires careful technical design. Our platforms use several key technologies:

In Oakland, our community data governance board includes representatives from neighborhood associations, faith organizations, youth groups, and local businesses. This diverse group meets monthly to review data practices and approve any new data collection or analysis initiatives.

The board recently approved a pilot program to analyze traffic patterns around schools to improve pedestrian safety, while rejecting a proposal to share data with law enforcement agencies.

## Research Ethics

# Launching Our First Business Incubator Cohort

We're thrilled to announce the launch of our inaugural Business Incubator program, welcoming 12 exceptional Black entrepreneurs who are building the next generation of safety-focused businesses. After receiving over 200 applications from across the country, we've selected a diverse group of founders who share our vision of creating economic opportunity while strengthening community safety.

This year's cohort represents the best of Black entrepreneurship, with founders building solutions in areas ranging from neighborhood safety technology to community economic development. Each entrepreneur brings unique experiences and perspectives that will enrich our entire community.

### Featured Entrepreneurs

**Alexandra Thompson** is building SafeRoute, a navigation app that helps users find the safest walking and driving routes based on real-time community data and historical safety information.

**David Richardson** founded Community Credit, a financial services platform that provides microloans and credit-building tools specifically designed for residents of underserved neighborhoods.

**Tameka Foster** created NeighborLink, a social platform that connects neighbors for mutual aid, safety coordination, and community resource sharing.
